E-Court & Information Technology Division is responsible for the ground work and development of computing services and IT services to Judicial Officers throughout Malaysia. This division is divided into two units that have been placed under one management namely e-Court Unit and Information Technology Unit.


1) Information Technology Unit


To perform a vital role in the management and monitoring of networks, applications, hardware, system software and technical services used by judiciary throughout Malaysia. This unit is divided into sections namely Administration & Finance, e-Court, Applications, CRT & Portal, Network, Email and Assets. Among the tasks undertaken by the Information Technology Unit are:


i) To provide and manage communications and network facilities such as Internet access, Intranet and email;

ii) To handle and undertake procurement of hardware, ICT services and ICT project management of the Chief Registrar’s Office;

iii) To manage and coordinate Data Center operations;

iv) To manage and provide legitimate software to every computer and server facility;

v) To plan, develop and maintain the application system in order to support the Court's operations and activities; and

vi) Provide technical assistance services to the users of the facilities provided.


2) e-Court Unit


Responsible for implementing projects involving the daily work’s process of the Courts in Peninsular Malaysia. Among the projects that have been developed are the e-Court Project Phase 1 ("e-CP1") and this Unit is currently in the midst of implementing the e-Court Project Phase 2 ("e-CP2"). The e-CP2 project is a court computerization project in the Peninsula which was implemented for 18 months from 26 January 2016 to 25 July 2017 for the following purposes:


i) Improvement of the e-CP1 System which was implemented since 2010 in the High Court and Subordinate Courts in 8 Court locations ie. in Kuala Lumpur, Shah Alam, Georgetown (Penang), Johor Bharu (Cyberport), Ipoh, Kuala Terengganu and Kota Bharu, as well as at the Court of Appeal and the Federal Court at the Palace of Justice, Putrajaya; and

ii) Expansion of the implementation of the e-CP2 system to the High Courts and the Subordinate Courts in twelve other Courts locations in Malacca, Kuantan, Temerloh, Kangar, Alor Setar, Sungai Petani, Butterworth, Taiping, Seremban, Klang, Selayang and Muar.


In order to improve the e-CP1 System, the e-CP2 project also involves the supply of equipment, hardware and software to strengthen the e-Court System's access and abilities. Furthermore, there are various modules added in the developed Application System as well as the additional scope of work for the implementation of more robust e-CP2 System than the existing e-CP1 System. The e-CP2 system for Level 1 was implemented at the Malacca Court Complex from 22 December 2016 and at the Kuantan Courthouse Complex from 11 January 2017. The filing of criminal cases, criminal summonses, traffic summonses, criminal applications including remands in both locations were entirely accomplished online by all enforcement agencies involved. The online filing of civil cases by lawyers, government agencies and statutory bodies is also increasing as compared to the use of e-filing bureau counter services temporarily provided to be used by clients of the Courts.
